Abstract

The past decades were marked by massive industrial development that affected all fields of life, including chemicals introduced into the environment, causing serious damage and deterioration in the environment and its components, in addition to focusing attention on waste, environmental impacts, and accidents resulting from chemicals, in addition to focusing attention on waste, environmental impacts and accidents resulting from chemicals, therefore, the Ministry of Environment worked out to increase the procedures for controlling the entry of chemical substances and tracing its path in the Kingdom through several projects with the Customs Administration to control the entry of these materials from all customs ports. This research aims to clarify the harm’s nature of introducing hazardous waste or substances into the environment, as the research dilemma lies in the absence of effective penal provisions that constitute a deterrent to the offender from committing the crime of introducing hazardous waste or substances. In this research, several outcomes and recommendations were reached, the most important of which is the need for the Jordanian penal legislator to intervene to enact deterrent legal provisions not to commit the crime of introducing hazardous waste or substances.
