Abstract

While global averages for fixed broadband subscriptions have maintained a steady growth rate in the last decade, Africa’s subscription rates have remained relatively constant at near-zero margins, although the growth in mobile subscriptions, social media use, education, and entertainment presents Africa with opportunities to narrow that gap. Using a sustainable development framework, this chapter extends beyond the economic argument, the cost of deploying, or not, of broadband in Africa. It explores possible approaches to addressing challenges in deployment through a review of models that have great and holistic potential.
