Abstract

This study addresses the problem of countries struggling to achieve national development despite investing in development. It aims to identify the fundamental driver of development in these scenarios by exploring the empirical impacts of investment into development projects and public sector project management capacity on Human Development in Trinidad and Tobago. 28 annual (time series) observations were gathered from available secondary data for the Human Development Index and Public Sector Project Implementation Rate in Trinidad and Tobago and analysed using multiple and simple linear regression. The results revealed that expenditure on public sector projects positively and significantly impacts on the Human Development Index. It also suggests the need to find a more effective indicator of project management capacity than the one which the Government of Trinidad and Tobago relies upon.
