Abstract

The need in developing countries for high capacity bus priority systems is briefly explained, and two examples of such systems found in Brazil are introduced. The differences between the systems are considered to be the result of preferences and biases held by the engineers who designed them. The concept of expertise is considered to include three types of expert knowledge: facts, models and opinion. The third of these is described and a model suggested to facilitate the automation of such decision processes.
