Abstract

ABSTRACT This study estimated the contribution of three innovation entities – enterprises, universities, and research institutes – to regional innovation performance and investigated the impact of several exogenous environmental variables on regional innovation efficiency. Stochastic frontier models were employed, and the sample consisted of panel data from 30 provinces and municipalities in China between 2010 and 2021. The results demonstrated that the three innovation entities contributed to regional innovation performance; however, the elastic coefficients of universities and enterprises were higher than those of research institutes, suggesting that China did not shift from a research institute- to enterprise-centered innovation system. The impact of several exogenous environmental variables, such as regional openness, government support, and information infrastructure, on innovation performance varied across regions.
