Abstract

1977 will go down in history as a year of noteworthy events - the sixtieth anniversary of the Great October Socialist Revolution and the adoption of a new Constitution of the USSR, fixing in law the building of a developed socialist society in the USSR. The need to write a new constitution was governed by the profound changes that have occurred in our country during the four decades since the 1936 USSR Constitution was adopted and that have affected all aspects of social life. These fundamental changes in the socioeconomic and political system of the USSR are the result of the self-sacrificing work of the Soviet people under the leadership of the Communist Party and the embodiment in life of V. I. Lenin's ideas on building a society of true social justice. As L. I. Brezhnev, General Secretary of the CPSU Central Committee and Chairman of the Presidium of the USSR Supreme Soviet, stated at the Extraordinary Seventh Session of the USSR Supreme Soviet, "A new historical landmark in our advance toward communism - the building of a developed socialist society - has been constitutionally confirmed."
