Abstract
The article presents the author's denition of transfer prices and transfer pricing based on the analysis of the current legislation in Russia as well as on current economic practice. Considered state regulation of transfer pricing for the purpose of harmonization of relationship between government and business. Given the denition of the transfer pricing system in Russian Federation and the description of its main parts and connections between them, necessary for effective functioning.

The article presents the author's definition of transfer prices and transfer pricing based on the analysis of the current legislation in Russia as well as on current economic practice. Говоря о процессе «регулирования и контроля» со стороны государства, применительно к трансфертному ценообразованию, необходимо подчеркнуть, что оно может быть эффективным только в том случае, если в РФ будет функционировать система, регулирующая вопросы трансфертного ценообразования. Если добавить к этому трактовку законодательства ФНС РФ, то все это позволяет говорить о том, что у различных служб и инстанций существует различное понимание целей и задач, которые ставит перед собой законодательство, и средств, с помощью которых эти цели и задачи могут быть достигнуты.
