Abstract
This chapter explores the evolving meaning, scope and purpose of spatial planning. It situates spatial planning within the wider context of the debate around the relative importance of free markets and the welfare state in the generation of growth allocation of the gains of development and protection of public health to provide a justification for the activity. An overview of normative planning theories, which provide meta-narratives about what spatial planning ought to be and underpin practice, is also provided in this chapter. Conceptualizing spatial planning as a form of the multi-level governance activity, this chapter identifies the key features of a typical spatial planning system, examines the national governance structures that shape the institutional and legal arrangements for spatial planning and identifies the various policy instruments deployed by spatial planning to deliver its objectives.
