Abstract

The subject of the article is congregation and its creation. Author provides characteristics for the concept of congregation and describes principles of its creation. The understanding of the congregation concept is becoming more relevant in the 21st century. For both – society and members of congregation – is necessary to understand purpose of congregation movement and how they want to participate in the activities of this movement Law provides for freedom of religion, which means that state has no rights to interrupt persons’ choice to join congregation membership. As well state has no rights to interrupt congregation movement until it’s proven that congregation movement violate law. In study work was used semantic, historical, comparative, and teleological method. The research aim is to analyse basic principles of concept of the congregation and its creation, what are the criteria for formation of the congregation and its movement, to identify shortcomings and collisions in normative regulation and statutes of the congregation. Propose amendments in the existing normative regulation. The conclusions of the research work showed that the concept of the congregation and principles of creation must be formed based on both the statutes of the congregation and the state normative regulation, the goals and tasks of the activity will comply to safe religious movement for the society.
