Abstract

In the aftermath of the Cold War, one of the major tasks of the international community is to find appropriate solutions to the troubling situations remaining around the world. War, poverty, ethnic conflict, and human rights violations have generated about 40 million refugees and displaced persons in Africa, Asia, the Middle East, Latin America, and Eastern Europe. In‐ Southeast Asia, while the Cambodian situation is being resolved under the United Nations peace plan, the Vietnam situation remains in limbo—mainly because of the U.S. economic embargo against that country. In light of changing geopolitical conditions in the region, and the growing interest of the world's nations in Vietnam's future, it is time now to resolve the remaining issues that affect the nearly 100,000 Vietnamese still lingering in detention centers in Hong Kong and other first‐asylum countries.
