Abstract

This study intends to describe a community care support case in Chofu city, Tokyo. It is a model which combines the political power of the public sector and the private power of non-profit organizations for residents' welfare, especially for those who are disabled, elderly and others in need of social services. Through the characterization of sectors-cooperation and resources-combination in Chofu city, this thesis discusses the community welfare system in modern Japan, including idea of assistance, welfare goal and operations management.
