Abstract
ABSTRACT In this article the author, a former senior official of the United Nations and Commonwealth Secretariat, offers his personal reflections on one of the most important developments in the history of the Commonwealth, namely, the establishment of the Eminent Persons Group (EPG) in 2009 and the evolution of the Commonwealth Charter. The article throws light on many of the behind-the-scenes activities and exchanges which preceded the publication of the EPG’s report in 2011.
