Abstract
The links between the Scandinavian countries are strong. These links are not, however, predominantly of a legal nature even if a number of treaties exist between the Scandinavian states. Much more important is the common cultural background, the similarities in social and political conditions and the more or less common history. Language is of course an important factor. The Swedish Danish, and Norwegian languages are so close to each other that they are easily understood in all Scandinavia. Finnish is of course very different but there is a Swedish speaking minority in Finland and an important part of the Finnish-speaking population in Finland masters the Swedish language.
