Abstract

The provisions of the Code of Conduct for Responsible Fisheries as they relate to fisheries research needs, are expressed here in the form of questions with minimal reinterpretation. Problems encountered in operationalizing the clauses of the Code are discussed, and a hierarchical arrangement and a system of scoring are suggested. This will hopefully assist those concerned with the provision and management of research staff and facilities, and in evaluating whether the priorities of research programs carried out in support of a particular fishery or fishery management system adhere to the provisions of the Code. Institutional responses as they change over time can also be used for monitoring progress in this respect. The focus is particularly on Article 12 of the Code, which deals with fisheries research sensu strictu, but the approach can be easily extended to other Articles of the Code or other legal or prescriptive instruments. The paper could provide a focus for discussion at fisheries management fora and research institutions between those concerned with fisheries research and those responsible for fisheries management.
