Abstract

Professor Collier pleads for the reinforcement of an effective UN peacekeeping force in countries in post-conflict situations in order to prevent them from falling back into violence, despite the fact that the peacekeeping bodies of the United Nations often turn out to be just another agency delivering aid instead of setting standards of good governance. He worries that his thesis might be construed as undermining sovereignty and therefore advocating a return to colonialism. This chapter talks about the problems with some of Professor Collier's conclusions, especially regarding international instruments and international management of natural resources. The author points out that no international initiative, has really benefited the Congolese people. It has been argued that African leaders made a terrible blunder in 1963 when, at the launch of the Organisation of African Unity (OAU), now the African Union (AU), they decided that the borders inherited from colonisation were to remain sacrosanct. Keywords: African natural resources; Congo; Organisation of African Unity (OAU); Professor Collier; United Nations peacekeeping force; Western colonialism
