Abstract

This paper briefly identifies the challenges of incorporating estuarine management programs into integrated estuarine management (IEM) frameworks being developed by the National Estuary Program (NEP). Specifically, how do emerging scientific imperatives justify and continuing uncertainties impede NEP initiatives within the context of American pluralism? Such obstacles to IEM can be lessened by assessing when incremental decision‐making approaches are optimal and when they are obstructive and by focusing more upon the resolution of multiple use conflicts. Comprehensive assessments and plans for estuaries would be enhanced by using water quality standards to coordinate segmented management programs and by analyzing the socioeconomic dimensions of alternative means for meeting water quality standards.
