Abstract

This paper gives a general overview on chemical, biological, radiological and nuclear) agents and events in order to introduce the analytical framework adopted for the volume. CBRN threats and events are intended in a broad manner: in light of multiple events caused by one of these agents and having repercussions on a global scale, a gradual enlargement of the CBRN concept and an all-hazards approach in the investigation of the response of the international community to such threats and in the identification of existing international obligations are indeed necessary. Hence, the use of CBRN weapons, both by State and non-state actors; industrial or other kinds of accidents involving release of CBRN agents into the environment; natural disasters or other calamities, including pandemics, are covered by the research. In light of this paradigm shift, it is appropriate to adopt, as an analytical framework, the phases of the disaster management cycle: prevention, preparedness, response and recovery, that are here briefly described and fully investigated in the volume, in connection with various CBRN events.
