Abstract

Aim: The capability approach in the freedom of choice aspect and actors organization give rise to individual and collective competencies according to their will and the particularity of their territory. Creating a collective dynamic around the projects remains indicative of all the interests and influences on the behaviour and the local actors’ dynamics that we wish to highlight through this article.Method: The qualitative approach was used to analyze the relationship between the divergent actors with a diversity of interests around the tourism project. This relationship is considered in terms of externalities (whether positive or negative) and as a key factor for the implementation of local development projects in the province of Guelmims territory.Findings: From the final results, we have three profils according to the interviews results: actor steering group, actor facilitator and passive actor. The qualitative analysis of the actors allows the understanding of their behavior and their thinking without standardizing them with the instruments of quantitative analysis.Implications/Novel Contribution: The studies give a new perspective to focus on human resources as the key to local development in the rural zone, especially in Moroccan Saharan provinces like Guelmim.
