Abstract
This paper deals with bureaucracy, race, and civil rights in what I term racial bureaucracy. These are the municipal, county, state, and federal civil rights agencies. The racial bureaucracy includes such federal agencies as the U.S. Civil Rights Commission, the Community Relations Service of the Department of Justice, the Equal Employment Opportunity Commission; state agencies including the Massachusetts Commission Against Discrimination, the Michigan Civil Rights Commission, the California Fair Employment Practices Commission; city agencies such as the Pittsburgh Commission on Human Relations and the Detroit Commission on Community Relations.
