Abstract

The gradual transition from the first to the second and higher phase of communism is a systematic process. It presupposes the conscious and concerted efforts by millions of people to mobilize all their strength and resources for the purpose of clearing the way for and assisting actively in the earliest and complete establishment of the new, the advanced system. Gigantic organizational work on the part of the Communist Party and the Soviet state, thorough elaboration of the general prospects of the economic development of the USSR and consistent implementation of the magnificent plans of communist construction are required in order to build communism in the shortest period of time and to make rational use of material and labor resources for this purpose.
