The Black World and the Dual Brain Drain: A Focus on African Americans

Abstract

This paper argues that just as Africans in Africa are experiencing what I call a “Dual Brain Drain” (Elite Migration to the West and massive deaths due to HIV/AIDS), so also are Haitians in the Caribbean and African Americans in the U.S. are experiencing a similar problem. Furthermore, in the case of the black population in the U.S., however, they are actually experiencing two sets of the dual brain drain (1) External or international and (2) Domestic.
