Abstract

7F1IHE PURPOSE of this report is to present basic descriptive data on the black members of the United States House of Representatives. Re, search on blacks in Congress is just beginning and the scholarly work thus far has been devoted to either a tracing of the history of the Congressional Black Caucus, the organization of the black members of the House,1 or roll-call analysis to determine the Caucus' influence on congressional voting.2 Nothing systematic is known about the social, economic, or political characteristics of the constituencies represented by blacks, about the social background and career patterns of the members or their influence and power in the internal decision-making structures of the House. It is these questions that are the explicit focus of this paper. While the design of the study is exploratory, we believe comparing black and white congresspersons along these dimensions is fundamental to evaluating the Black Caucus and understanding the changing shape of contemporary black politics.
