Abstract

Agricultural film pollution during agricultural production is a major factor in the degradation of black soil quality in Northeast China, seriously threatening China's food security and sustainable agricultural development. In this study, the government, agricultural film producers and cooperatives are included in the same evolutionary game model and real numerical simulation is performed: The Government should establish a joint mechanism of rewards and penalties for supervision and increase subsidies for agricultural film producers and cooperatives, but the subsidies for enterprises should not be more than five times the existing subsidies, and the subsidies for cooperatives should not be more than three times the existing subsidies, so as to avoid financial burdens, and the Government should vigorously increase the intensity of tax exemptions and elevate the intensity of fines for enterprises that do not recycle agricultural films and cooperatives that do not pick up agricultural films; Agricultural film enterprises should actively respond to the government's call, under the government's incentives and penalties, and actively reduce the cost of agricultural film recycling, improve the secondary production of agricultural film revenue for the cooperative pick up used agricultural film to provide recycling of the security, to create a corporate image full of social responsibility; Cooperatives should actively cooperate with the government and agricultural film enterprises, reduce the cost of picking up to improve earnings, to ensure that the waste agricultural film “pick up, pick up in time, pick up clean”, improve the utilization rate of agricultural film recycling. The study aims to promote the “green rebirth” of waste agricultural film, recycling “waste into treasure”, and effectively promote the quality of black soil.
