The ‘Basic Election Principles’ in High School Law and Politics Textbooks: How and What to Teach?

Abstract

선거의 기본 원칙은 대의제 민주주의를 이해하는 데 중요한 기본적인 내용임에도 불 구하고, 이것을 엄밀하면서도 정확하게 학생들에게 이해시키는 데 실패하고 있다. 따라서 선 거의 기본 원칙에 대한 엄밀하면서도 정확한 학습 지도가 절실히 요청되고 있다. 이러한 문 제의식에 입각하여, 먼저 선거의 기본 원칙에 대한 기존 논의를 분석하여 선거의 기본 원칙 을 엄밀하면서고 정확하게 이해하게 할 관점을 파악하고자 하였다. 다음으로 이러한 관점에 입각하여 현행 고등학교『법과 정치』교과서 3종 <금성출판사>, <비상교육>, <천재교육> 을 비판적으로 분석해 본 다음, 이를 바탕으로 하여 [어떤 내용]을 학습 지도하여야 할 것인 지를 제시해 보고자 하였다. 그 다음으로 이러한 내용을 [어떻게 학습 지도]하는 것이 효과 적인 것인가를 제시해 보고자 하였다. 연구 결과는 다음과 같다. 선거의 기본 원칙은 국민주 권과 대의제 민주주의를 설명하기 위한 기초 내용이기 때문에, 선거의 기본 원칙에 대한 기 존 논의 분석에서 다룬 내용의 수준을 교실에서 다룰 필요가 있다. 다음으로, 선거의 기본 원칙에 대한 효과적인 학습 형태로 모의학습을 통하여 학생들이 서로 의견을 나누는 속에서 학습에서 의도하는 선거의 기본 원칙에 대해 스스로 학습할 수 있도록 할 필요가 있다. 그리 고 여러 가지 형태의 부정선거의 사례를 분석해 봄으로써, 선거의 기본 원칙 가운데 어떤 원 칙을 위배하고 있는가를 분석하여 선거의 기본 원칙을 더 명료하게 이해하도록 할 필요가 있다.Because the basic election principles are fundamental in democracy, they need to be taught exactly and precisely. Current high school Law and Politics textbooks deal with the four principles of universal suffrage, equal election, direct election, and secret ballot. But they must also treat the principle of free election, which means freedom of decision by all election participants, such as the electorate, candidates, and political parties. Furthermore, current textbooks must add the following facts to the four election principles: universal election regardless of occupations, religions, and taxation; equal opportunity in election itself in equal election; prevention of specific agencies follow-up distortions of electoral results in direct election; and secret election before and after balloting. To effectively learn the basic election principles, it is necessary for students themselves to learn the principles by exchanging their opinions through simulation learning. Also, students need to understand the principles more clearly by analyzing examples of various kinds of rigged elections. In particular, they need to examine how specific rigged election cases have violated specific principles.
