Abstract

The BALANCE OF POWER GAME is a simulation that teaches participants about the nature of the international system of states. A key method of state interaction, both in theory and practice, has been the balance of power The simulation requires participants to represent and control countries. The main objective for each is to survive. Four or more countries of varying strengths form the international system. The participants must decide what course of action they will adopt for their respective countries: to engage in war, to negotiate international agreements, to form alliances, or to take some other course of action. The simulation helps students learn about the balance of power, the anarchy of the international system, the measurement of power, international law, and cooperation. The simulation is most effective when followed by a critical debriefing. The time required for the simulation is approximately 15 to 30 minutes, with another 20 to 45 minutes for debriefing.
