Abstract

On May 25, 2020, George Floyd, a Black man living in Minneapolis, Minnesota, was killed by a white police officer, triggering what may have been the largest mass movement in U.S. history with between 15 and 26 million Americans participating, forcing a reexamination of the urban governance strategy known as, “The Atlanta Way.”

The facts presented in Operation Ghetto Storm: 2012 Annual Report on the Extrajudicial Killing of Black People present us with a deeper understanding of the utter disregard held for Black life within the United States. Worse totals: The Report we released last July covered only the first six months of the year This one includes extrajudicial killings of Black people from January thru December 2012. At www.policemisconduct.net for the year 2012, they reported police involvement in trafficking in more than 40 towns and cities—ranging from Jasper, AL and Hatboro, PA to large metropolitan areas like Chicago, Atlanta, Dallas, Philadelphia, Houston, Memphis and others where we find high rates of extrajudicial killings. The partial studies that do exist consistently find that Black people are killed by police, security guards and vigilantes in numbers dramatically out of proportion to their share in the population.[17] But we do have sample data that give a strong indication of how extreme the disparity is. Action Item: If community members were trained and committed to humane crisis intervention and mental health care, many of these people might be alive today
