Abstract

When faced with the problem of expanding the availability of long-term care services to meet the needs of a growing elderly and disabled population while simultaneously containing costs, the quality of care becomes a major area of conflict. This is also apparant in the context of the implementation of the Statutory Social Long-Term Care Insurance in Germany. While the political debate about coverage for long-term care needs has been dominated by financing issues during the formation of the new insurance law [Eisen (1992), 236], it is the the material aspects, such as the quality of care, which have become an issue of growing public interest with the passing of the bill on the new long-term care insurance scheme.KeywordsHome CareNursing Home ResidentCare ProvisionHome Care ServiceNursing Home CareThese keywords were added by machine and not by the authors.
