Abstract

The public administration paradigm plays an important role in determining the guidelines and policies of political parties in managing the country. Political parties have different aspirations for conducting public administration. Due to various expectations of political parties that may arise from different operating concepts, having different political parties will affect government administration in different ways. The aspirations of political parties can be divided into several categories, such as increased autonomy and civil rights. Creating equality and justice by increasing opportunities for study and skill development creates a sustainable economy, enhances environmental security, and so on. The public administration paradigm about political party aspirations can have features such as budget allocation that are in line with the political party's ideas and policies. Improving public sector processes to increase efficiency and transparency, creating a suitable organizational structure and operational flexibility, and establishing public-private partnerships to foster effective development. In practice, public administration depends on the aspirations and policies of political parties, accompanied by political change. Ministers with the same aspirations can be engines for sustainable change and development in society.
