Abstract

Political leadership plays an important role in the functioning of local authorities; however, the importance and necessity of examining the local leadership are already based on the main roles of local authorities stemming from its impact in a particular environment. The author analyses the elected representatives in Slovenian municipalities representing the lone level of intra-state government. The chapter focuses on the mayors and municipal councillors and their perception of the role as representatives of citizens, decision-makers and governors. At the same time, the author draws attention to the significance of the local community' financial autonomy, the absence of which - despite the efforts of local leadership structures - has a negative influences on long-term economic and social development of the local community, and turns an autonomous politically decentralised units into (from national authority) dependent structures
