Abstract
This article highlights literature on minimum competency testing, with particular emphasis on the application of such testing programs to deaf students. General background information regarding the nature of minimum competency testing programs is provided, as well as an identification of major issues regarding implementation and use of testing procedures. Information regarding the development of minimum competency testing programs for deaf students in Florida is given, along with a report on the status of its application. Recommendations concerning implementation are offered.
