Abstract

As part of its regional development strategy, the French Government, in 1966, adopted the policy of locating eight métropoles d'équilibre throughout France. Using growth pole theory as the basis, the aim is to create more balanced growth, thus reducing the dominance of Paris and at the same time promoting strong regional economies in the provinces. In the Aire Métropolitaine Marseillaise (A.M.M.) the Fos Development Scheme, with the SOLMER ‡ ‡ La Société Lorraine et Méridionale de Laminage. iron and steel mill as the major propulsive industry, is seen as the stimulus for industrialisation which is expected to achieve these national aims and also resolve the socio-economic problems of the region. To date, results have been somewhat disappointing, and the role of growth pole theory, as the fundamental planning instrument, is questioned.
