Abstract
We have read this document with more than ordinary interest and pleasure, for it shows how keenly alive the British Government of India have become to its sanitary interests. The report deals not only with the sanitary situation in India, but gives the returns of sickness and mortality among the European and native troops and prisoners in India for the year 1894. With the last we can have only a passing interest, but with the progress of sanitation in India, the whole world is interested. We have been included among those who have frequently animadverted on the indifference and neglect of the ruling power in that empire. We have urged that any nation was responsible for maintaining endemic cholera and yellow fever centers within its jurisdiction. We have set forth this sin of omission as an infringement of the<i>jus gentium</i>, that should be recognized in international law. The specific
