Abstract

A joint expeditionary force, an integrated aircraft carrier strike group and joint computer-modelling facilities to support nuclear warheads: these are just some of the moves foreseen in November's Franco-British declaration on defence cooperation. The wide-ranging Defence and Security Cooperation Treaty sets an ambitious agenda that seems likely to influence the course of European defence arrangements, since the two countries account for about half of European defence spending and have the most capable armed forces.
