Abstract

Technological Innovation Strategic Alliance is an important form of organization to promote technological innovation in enterprises, industries and regions. At present, closed innovation alliances focused on technological innovation are transferring to open alliances with the participation of multiple entities. This paper constructs a model framework of alliance effects and validates it by comparing the organizational structure, operation mode, evaluation system, innovation effects and social effects of EIT KICs in the EU and ITISAs in China. The article offers three findings. Firstly, the open organizational structure of knowledge triangle-based innovation alliances has an important relationship with the generation of alliance effects. Secondly, both EIT KICs and ITISAs exhibit the innovation effects in their operation, and the organizational structure and functions of EIT KICs also show the social effect, which is more conducive to promoting responsible innovation and sustainable development goals. Thirdly, ITISAs should be more open in terms of organizational design and operational mode, combining the vision and mission of innovation with sustainable development goals.
