EDITOR,—The image of drug use in the Netherlands depicted in Richard Smith's editorial does not reflect the true situation.1 The note on Dutch drug policy recently sent to parliament by the Dutch government estimated the number of regular users of cannabis as being 675000—that is, 4.5% of our population of 15 million.2 In 1980 there were a few dozen so called coffee shops, where the sale of cannabis is tolerated under certain conditions.
