Abstract

Lee presents the characteristics and current conditions of governmental cluster programs in regional agriculture in the Republic of Korea. To clarify the factors of growth and formation of clusters, she focuses on the changes of cluster configuration elements, activities and achievements, and actors, and the relationship between cluster actors in the growth process of the cluster, by taking the Green Tea Cluster as a representative case study. As a result, the existence of central resources, continuous local government support, and the actors’ interorganizational learning and mutual complementarity have been confirmed as important factors in the formation and growth of a cluster.
