Abstract

I will endeavour to show how and why the Transkeian administration has met with a greater measure of success than may have been achieved elsewhere. To those who may not know, it is as well to state that the Transkeian Territories, the extent of which is about 16,ooo square miles, lie southward of Natal. The Native population is approximately a million and a quarter. There are some 17,000 Europeans and 0,000ooo coloured people. The country comprises four divisions-the Transkei proper, Tembuland, East Griqualand and Pondoland; these divisions are subdivided into Magisterial Districts. The immediate administrative control of the whole area vests in the Chief Magistrate (otherwise called Chief Native Commissioner), whose headquarters are at Umtata.
