Abstract

This study aimed to evaluate the ability of land access by enterprises implementing investment projects in Cao Lanh City, Dong Thap Province. The accessibility to land of enterprises was evaluated through 3 component indices and 8 criteria: (1) Business’s land access index; (2) Stability in land-use rights; and (3) Quality for implementing administrative procedures on land. The research results showed that 75% of enterprises did not face obstacles in expanding business premises, more than 90% of companies had premises and certificates, and about 50% of enterprises could access information on land-use planning. The stability in land-use rights was highly appreciated by enterprises with 97.2% of surveyed enterprises saying that the risk of land acquisition was low, and approximately 60% of enterprises believed that they were adequately compensated whenever their land was reclaimed. In terms of the quality of administrative procedures, 40.5% of businesses faced difficulties in the process of administrative procedures, the average waiting time for certificate issuance was 11 days, and over 80% of businesses were satisfied with the quality of administrative procedures on land. The study results serve as a foundational and practical basis for managers to establish more suitable and reasonable administrative procedures, improve the land access index score, and make informed decisions regarding land policies in accordance with local conditions.
