Abstract

August 1994 saw the passage of the Crime Control Bill in Congress. There was much criticism regarding such a bill. The Republicans were opposed to all crime prevention programs which did not look to emphasize stiffer prison sentences for the accused. This paper is an analysis of this bill and takes into consideration the history of the “Crime Control” model as developed by Herbert Packer. How does one control crime, and should we not emphasize more crime control strategy than ever before?
