Abstract

THE DISTINGUISHEDLECTURER inSubstanceAbusewas created by North Shore University Hospital in 1991 to honor annually an individual whose outstanding contributions to the field of drug and alcohol treatment have exemplified the highest traditions of clinical integrity, scientific inquiry, and investigation. A major consideration in the annual selection of the Distinguished Lecturer is to identify individuals who have enhanced our understanding of the causes and treatment of addictive disorders. The First Distinguished Lecturer (1991) was A. Thomas McLellan, Phn; the Second Distinguished Lecturer (1992) was Anne Geller, MD. The 1993 Distinguished Lecturer, Mitchell S. Rosenthal, MD, is the President and Chief Executive Officer of the Phoenix House Foundation and Chairman of the New York State Advisory Council on Substance Abuse. Dr. Rosenthal is a graduate of Lafayette College of Eaton, Pennsylvania, and earned his Doctor of Medicine degree from Downstate Medical Center, Brooklyn, New York. Following completion of his residency in adult psychiatry at Kings County Psychiatric Hospital, Dr. Rosenthal completed his residency in Child and Community Psychiatry at the Staten Island Mental Health Society. Dr. Rosenthal is also Attending Psychiatrist at St. Luke’s Roosevelt Hospital Center in New York and Assistant Clinical Professor of Psychiatry, Tufts University School of Medicine, in Boston, Massachusetts. Dr. Rosenthal has been a national figure in America’s efforts to combat adolescent drug and alcohol abuse. The international Phoenix House Therapeutic Community Model has been in the forefront of addiction treatment modalities, and, through his efforts in Albany and Washington, DC, Dr. Rosenthal has helped to shape state and national policy on drug abuse prevention and treatment efforts. Dr. Rosenthal has indeed led a distinguished crusade to enhance our nation’s concern for the well-being of our children and adolescents and, in this regard, deserves the respect and appreciation of his fellow substance abuse treatment professionals. The Journal of Substance Abuse Treatment is pleased to published Dr. Rosenthal’s address, entitled “Panacea or Chaos: Legalization of Drugs in America,” delivered at North Shore University Hospital, Manhasset, New York, on January 15, 1993.
