Abstract

Abstract This chapter describes Article 1 of the Treaty on the Functioning of the European Union (TFEU). The EU is founded on ‘the Treaties’, i.e. the Treaty on European Union (TEU) and the TFEU. The TFEU is less ‘constitutional’ than the TEU and more concerned with the daily operation of the Union. It provides the Union’s substantive law (Union policies, freedoms, rules on competition), but also the main provisions on Union citizenship and the principle of non-discrimination, which are both fundamental principles of Union law. EU institutional law is split between TEU and TFEU, with the TEU providing the ‘basics’ and the TFEU the details, often, however, in a redundant manner.
