Abstract

ObjectiveThis study aims to explore the focus of current policies based on the sample of China's noise pollution prevention and control policy documents, so as to provide policy optimization suggestions for the sound environment development in China and the world. MethodsThis paper mainly uses the content analysis method to construct a three-dimensional analysis framework of "policy tool-policy stage-policy type, "so as to quantitatively analyze the policy texts of 84 noise pollution prevention and control policies issued by China at the national, provincial and municipal levels from 1989 to 2022, and then draw research conclusions and put forward policy recommendations. ResultsIn terms of policy tools, the use of command-and-control type policy tools in the text of noise pollution prevention and control is more than that of economic incentive type policy tools, and there is a certain structural imbalance. In terms of policy stage, the current policy promotion and policy implementation stage of noise pollution prevention and control are not paid enough attention, which leads to the need to strengthen the cohesion of policy stage. In terms of policy types, the effectiveness of noise pollution prevention and control policy tools in the field of industrial noise and traffic noise prevention and control is neglected, and the adaptability of policy tools should be strengthened. ConclusionIn view of this, China and other countries (regions) in the future need to propose targeted and practical strategic measures for different policy areas in the process of formulating noise pollution prevention and control policies. It is summarized as three aspects: (1) The internal structure of the three types of policy tools should be effectively optimized; (2) Using the noise pollution prevention and control policy stage to guide the policy tools to refine the measures; (3) Reasonably enhance the policy adaptation measures in different noise pollution.
