Abstract

This article examines the threat posed to the general public by small quantities of chemical agents or chemicals of interest. While not of military significance, such chemicals may be of potential interest to nonstate actors and terrorists. I offer a review of historical events involving small quantities of chemical agents and assess the risks associated with the potential use of such small quantities including types of chemicals, range of their quantities, and the capabilities needed for their acquisition and use. I conclude with recommendations on how the threat of small quantities could be addressed in the future.
