Abstract

On May 16, 2023, Tennessee governor Bill Lee signed the FY24 Appropriations Act, providing $56.2 billion in total funds. State revenues contributed 30.5 billion. The budget includes unbudgeted state revenue collections and unspent appropriations from the previous year, a trend which has allowed substantial increases year over year. In August 2024 actual state revenue collections were $39 million below forecasted, indicating a slowdown.
