Abstract
This paper presents ten lessons that I learned in designing rates for electricity over four decades. It is based on designing, reviewing and evaluating rates in multiple jurisdictions around the globe. The rates I helped designed spanned a wide cross section including inclining block rates, time-of-use rates and dynamic pricing rates. The paper reflects my experience as an expert witness in nearly seventy rate cases in the US and Canada. It is also based on I learned from my appearances before government agencies, legislative bodies and regulatory bodies on six continents.
