Abstract

Abstract In the framework of full competition, European regions now have a unique opportunity to establish their own strategy for the development of the Information Society and telecommunications. The definition of such regional policies should be the result of balancing the interests and administrative powers of each region and the global strategy of each state, within the framework of free competition. This definition must guarantee not only the fulfilment of rights and duties of operators, companies, users and citizens—but also improve the use of public resources dedicated to telecommunication activities and encourage regional development.
