Abstract

Congestion is caused by too many vehicles competing for too little road space. Any city wishing to relieve congestion and its concomitant costs must create more roads, better manage the flow of traffic, or restrict the amount of traffic. This paper describes methods of traffic restraint and reports the experience of Singapore with area licensing and that of Hong Kong with electronic road pricing. It also discusses the extent of the interest in electronic road pricing and the technological developments still needed for its effective implementation
