Abstract
The purpose of this workshop was to design a general strategy for the development of activities to promote and support breastfeeding in hospitals and maternity care institutions. Several components were proposed for the success of the strategy: a strong commitment by a person with power; administrative backing; trained personnel; and consumer support. Designing a plan of action for a particular institution therefore requires the identification of allies within the institution; the identification of the agents for change; an assessment of what the institution is doing to promote or thwart breastfeeding; and an assessment of the forces that promote or thwart change.
