Abstract

Small industrial units have been assigned a vital role in recent industrial policy pronouncement. The rationale for this emphasis is usually sought to be established in terms of their high labour intensity. This, in our view, is only a partial justification, if a justification at all. If it is shown that a high labour intensity of production does not imply a low technical efficiency, the case for promoting small industrial units would be strengthened.
