Abstract

The present teacher shortage in our common schools throughout the country is to be expected during the war emergency. Many of the states in the nation are now reconsidering their certification laws in order to obtain enough teachers for the schools. As a result, in some instances, educational qualifications are being lowered. Some states are issuing emergency certificates which are valid only for a short period of time. Others, unfortunately, are changing legislation, which is already meager in some instances, that would not only give permanent certificates to teachers who are less qualified than those who have certified heretofore but would lower qualifications for some time to come.
